President John Adams signs into law the United States Marine Hospital Service “to provide for the relief and maintenance of disabled seamen.” It led to a network of hospitals at sea and river ports, with sailors paying a monthly twenty-cent tax out of their wages as insurance for hospital care. Over the next century, it would evolve into the APHS (Abrams, 2).
