AMA establishes its Council on Medical Education under chairmanship of Arthur Dean Bevan of Rush Medical College with the power to present suggestions as if they were legally required (Flexner, 307; Stevens, 63-66). Its national rating of medical colleges gave it effective monopoly control of educational regulation (Stevens, 68).
