Pres. Roosevelt’s Interdepartmental Committee’s “Report on Health Needs of the Nation” recommended expansion of public health and maternal & child health services under existing titles of Social Security Act and interlocking system of federal grants to states – AMA, in Sept, 1938, reiterates opposition to any form of compulsory health insurance (Stevens, 193). “It was this lack of experiment with new ways of organizing and providing care which was the real tragedy of medical conservatism in the 1930s” (Stevens, 195).
