NIH opens its Clinical Research Center (a 500-bed research hospital): “The Clinical Center set neither formal requirements to protect human subjects nor clear standards for its investigators to follow in making certain that subjects were well informed about the research protocols. . . .This policy reflected, first, a faith at the Clinical Center that the researcher-subject relationship was identical to the doctor-patient relationship (Rothman, 55, 57).
