In U.S., severe outbreak of rubella (German measles), which lent further support to those urging Congress to approve Title XIX (the Medicaid provisions) of the Social Security Act of 1965. “Congress responded with the Early and Periodic Screening, Diagnosis, and Treatment amendments to Title XIX, mandating the right of every American child to receive comprehensive pediatric care, including vaccinations” (Galambos & Sewell, 106-107).
