In December, FDA approves Norplant Contraceptive System, six small rods surgically implanted into upper arm, which slowly dispense progestin levonorgestrel (a form of female hormone progesterone) over five-year period. It was developed by NY’s Population Council and selectively marketed to poor black women and young black girls. A “national experiment with a racial agenda” took place in Baltimore public schools, where it was deployed via school-based health clinics (Washington, 285ff.).
